Not very confidently. When crying you automatically breathe in greatly of air and specifically a problem under hose down. You'd either drown or receive up to the surface again very hurriedly
Of course you can cry under river...you can pee under hose down why wouldn't you be able to cry?

when someone cries near is usually a good deal of sniffling involved and elevated level of breathing, blood pressure, and heart rate. with that noted if someone be to cry underwater they would not cry for very long.

you can, because hose can go into marine. but when you cry raise your amount of breathing and if you be crying underwater you might choke.
